The Town of Whitby is constructing a new and major east-west roadway in South Brooklin between Cochrane Street/Highway 7 and Britannia Road in Oshawa (see above image). This six-kilometre stretch of road is currently called the Mid-Block Arterial Roadway.

The new road is being built by the Town to support future growth, connectivity, and economic development opportunities. The road will also accommodate active transportation, like walking and cycling, with a multi-use path on the north side and a sidewalk on the south side.

The project is currently divided into the following four phases of construction:

  • Phase 1 (from Ashburn Road to the future Garden Street Extension)
  • Phase 2 (from Garden Street Extension to Anderson Street)
  • Phase 3 (from Anderson Street to the eastern town limit)
  • Phase 4 (from Cochrane Street/Hwy 7 to Ashburn Road)

The Town is currently in Phase 1 of construction, which is anticipated to be completed by early 2025. Timing for future phases will be largely dependent on development, traffic demand, funding and property availability, and project approvals.

The Town is actively working in partnership with developers, affected property owners, and various partner agencies to support this project and help create a more connected community.

Project Background

The need for the Mid-Block Arterial Roadway was identified in the Town's 2010 Transportation Master Plan and proposed to provide additional east-west connectivity in the community and support future growth.

A Schedule 'C' Municipal Class Environmental Assessment (MCEA) study was completed in partnership with the South Brooklin Landowners Group to confirm the location and design of the road, as well as mitigation strategies to minimize any project impacts. Community engagement was an important part of the MCEA study. The Mid-Block Arterial Roadway was also included in the 2017 Brooklin Transportation Master Plan.
