Consultation has concluded
The Town is working to create new rules, regulations, and licensing standards for short-term rentals and short-term rental companies ex. Airbnb, Vacation Rentals by Owner (VRBO), HomeAway operating in Whitby. Short-term rentals include properties that are rented out as temporary accommodations for consecutive periods of twenty-eight (28) days or less.
The goal: to balance support for local tourism with the need to address community concerns associated with short-term rentals, such as noise, garbage, and parking.
Project Background
In 2019, at Council direction, Town staff began the process of exploring short-term rental regulations for Whitby. To date, the process has included a thorough review of how municipalities in Durham Region and across the province were addressing the issue of short-term rentals, and how short-term rental rules and regulations were impacting their communities.
Next Steps
Feedback collected will help inform Whitby Town Council as they make a decision on regulations and licensing standards for short-term rentals and short-term rental companies.

The Town of Whitby is undertaking community and stakeholder engagement to discuss regulations and licensing standards for short-term rentals (STR) and STR companies (e.g. Airbnb, VRBO, HomeAway, etc.) operating within the town.
Short-term rentals include properties that are rented out as temporary accommodations for consecutive periods of twenty-eight (28) days or less. The total number of days rented cannot exceed a combined total of 180 days in a calendar year.
