Whitby Sports Complex - Proposed Playground Equipment Design

Construction continues on the Whitby Sports Complex and outdoor park space. The Town has selected a proposed playground equipment design and the community was invited to view the playground equipment rendering and share a comment from Feb 18- March 4, 2025. The survey feedback was used to finalize the playground design which is anticipated to be installed in Fall 2025.

The proposed playground equipment at the new Whitby Sports Complex is designed to complement the surrounding recreational amenities, which include lit pickleball, tennis and basketball courts; a lit multi-purpose artificial turf field, a skatepark and pump track; and more. Refer to the park renderings and the outdoor park space design drawing to view the site design.

The proposed playground features a variety of play structures designed for children of all ages and abilities, including engineered wood fibre playground surfacing, accessible junior and senior play structures, inclusive swings, seating/picnic areas, shade structures, shade trees, and more. It offers engaging play experiences that promote cognitive, emotional, physical, sensory, and social play development.

This design reflects significant community input gathered through past engagement opportunities, including feedback on the complex and the Parks and Recreation Master Plan.

West Whitby Holdings Local Park

Due to financial pressures during the preparation of the Town’s 2025–2027 Budget, construction of West Whitby Holdings Local Park has been deferred to 2028. If approved as part of the 2028 Capital Budget, construction is expected to begin in spring 2028, with completion anticipated by the end of the year.

The Town understands the importance of this park in providing valuable green space and recreational opportunities for the community. While construction is delayed, the Town now owns the parkland and remains committed to delivering the project.

Project updates will be posted here as they become available.

In the meantime, progress continues in the area. A new trail connection from Rossland Road to Bonacord Avenue began construction in October 2024 and is expected to open in late summer 2025. This trail will improve access to Des Newman WhitBEE Park, located approximately 1 km south of the West Whitby Holdings Local Park site, and will enhance connectivity for residents.

Parks Classifications - General Information

The Town has four different Park classifications including Town, District, Local and Parkette; all of which serve a different function and contain different park elements and amenities.

A Town Park has major facilities and contains community centres, arenas, swimming pools and lighted athletic fields and is intended to serve the recreational needs of the whole community.

A District Park is designed to serve the recreational needs of a larger neighbourhood or series of neighbourhoods. They are for primarily active recreational uses including lighted athletic fields, playgrounds, courts and parking areas. Various sports user groups rely on District Parks to undertake the various sports programming for youth minor sports across the community.

Local Parks and smaller Parkettes are intended to serve the recreational needs of the immediate neighbourhood for active and passive recreational uses. Local Parks contain sports fields, playgrounds, courts, walkways and in some cases splash pads. Smaller Parkettes normally contain playgrounds, seating areas and walkways.

The Town's Official Plan and several Council approved guiding documents help direct the development of our parks. These include the Culture, Parks, Recreation and Open Space Plan (CPROS) and the Sports Facility Strategy. Both of these studies account for trends, demographics, current inventory and service levels.
