Downtown Whitby Secondary Plan - Public Meeting: May 30, 2022

The review and update of the Downtown Whitby Secondary Plan is now in Phase 4.

A Statutory Public Meeting under the Planning Act will be held to consider a draft proposed amendment to the Whitby Official Plan (File: OPA-2020-W/03), as initiated by the Town of Whitby, regarding the Downtown Whitby Secondary Plan update.

Feedback from Phases 1 through 3 have informed the draft proposed mapping and policies, to be presented at the Public Meeting. Materials can be accessed at the above link, or in the Documents section on the right hand side of this web page.

We kindly thank all residents, business owners, property owners, and stakeholders who have provided feedback and formal comment submissions over the past three (3) Virtual Community Open Houses, to help shape the future of Downtown Whitby.

Members of the Public who would like to watch the meeting, but not provide input, may view the Town’s live stream feed at whitby.ca/LiveStream.
Materials: A copy of the agenda and Public Meeting Staff Report PDP 34-22 are available on the Town’s website at www.whitby.ca/civicweb. During the meeting, a brief overview presentation will be provided by SGL Planning and Design, the consultants for this project. For additional information relating to the draft proposed Official Plan Amendment materials, including information about preserving your appeal rights, please contact the Planning and Development Department at 575 Rossland Road East, Whitby, Ontario, L1N 2M8, 905.430.4306 or by email planning@whitby.ca.
For persons who would like to speak at the meeting, a delegation request form must be completed and submitted to the Office of the Town Clerk at clerk@whitby.ca by 10:00 a.m. on the day of the meeting. Delegation Request Forms can be found at www.whitby.ca/delegations. Should you be unable to access a computer, please call 905.430.4315 to speak with a Staff Member in the Office of the Town Clerk. In accordance with the Town’s Procedure By-law, up to five (5) minutes will be provided to individuals, or their representatives, who wish to comment. Delegations can be made virtually, or in person. Should you wish to make your delegation in person, please indicate so when you submit your delegation request.
Written comments can be submitted by email to the Office of the Town Clerk at clerk@whitby.ca by noon on the day of the meeting. Written correspondence must include your full name, address and file number referenced above.

About the Downtown Whitby Secondary Plan Update

Downtown Whitby is known for its historic commercial core, surrounded by residential neighbourhoods, parks and open spaces, schools and cultural institutions. It is home to an eclectic mix of businesses and services that all contribute to the area’s uniqueness and charm.

As Whitby’s population grows, Downtown Whitby is one of several areas identified in the Town of Whitby Official Plan that will share some of that population and job growth. The Downtown Whitby Secondary Plan helps to manage growth in a manner that is specific and suitable for the downtown area. The Secondary Plan is being updated to:

  • guide population and job growth, land use, and development in Downtown Whitby;
  • maintain and enhance its unique heritage, economic strengths and sense of place;
  • support a range of housing options and a mix of uses;
  • improve access to transit and active transportation options;
  • enhance public open space, walkability, and the natural environment; and
  • promote a healthy, vibrant and sustainable downtown core, offering a high quality of life for local residents, businesses, and visitors to the area.

The study area for the Secondary Plan Update is bound by the Canadian Pacific Rail line to the north, Garden Street to the east, Highway 401 to the south and Cochrane Street to the west.
