Downtown Whitby Community Secondary Plan
On December 21, 2023, the Region of Durham issued a Notice of Decision to approve the Council adpoted, Town-initiated Official Plan Amendment #126 for the updated Downtown Whitby Community Secondary Plan (File: OPA-2020-W/03). The Region's review did not identify any conformity issues, and only made minor modifications to the updated Secondary Plan (Refer to Report PDP 47-23). OPA #126 was appealed to the Ontario Land Tribunal. Please contact the OLT directly for further information.
The By-law to adopt the new Secondary Plan, including policies, land use map schedule, and building height schedule, is available on the March 20, 2023 Council Agenda (By-law #7981-23), or the right hand side of this page.
Extensive public and stakeholder feedback have informed the final plan. We kindly thank everyone who provided their important ideas and feedback, to help shape the future of Downtown Whitby.
About the Downtown Whitby Community Secondary Plan
Downtown Whitby is known for its historic commercial core, surrounded by residential neighbourhoods, parks and open spaces, schools and cultural institutions. It is home to an eclectic mix of businesses and services that all contribute to the area’s uniqueness and charm.
As Whitby’s population grows, Downtown Whitby is one of several areas identified in the Town of Whitby Official Planthat will share some of that population and job growth. The Downtown Whitby Commuity Secondary Plan helps to manage growth in a manner that is specific and suitable for the downtown area. The Secondary Plan will:
guide population and job growth, land use, and development in Downtown Whitby;
maintain and enhance its unique heritage, economic strengths and sense of place;
support a range of housing options and a mix of uses;
improve access to transit and active transportation options;
enhance public open space, walkability, and the natural environment; and
promote a healthy, vibrant and sustainable downtown core, offering a high quality of life for local residents, businesses, and visitors to the area.
The Secondary Plan area is bound by the Canadian Pacific Rail line to the north, Garden Street to the east, Highway 401 to the south and Cochrane Street to the west.

Phase 1 introduces the project, offers background information, and provides opportunities for public and stakeholder input on the vision for Downtown Whitby.
Phase 2: Land Use Concept Options - Virtual Community Engagement #2 (Spring 2021)

Information gathering and feedback from Phase 1 will inform the development of land use concepts options in Phase 2. Engagement opportunities will be held to provide input on the proposed options.
Phase 3: Draft Preferred Concept and Draft Policies - Virtual Community Engagement #3 (Early 2022)
Downtown Whitby Community Secondary Plan has finished this stage
Based on findings from Phase 2, draft policies and draft land use and building height schedules for the preferred concept will be presented through further engagement opportunities.
Phase 4: Statutory Public Meeting and Recommended Final Secondary Plan (2022 - timing TBD)

The draft Downtown Whitby Community Secondary Plan was presented at a Public Meeting on May 30, 2022. The final By-law for the Official Plan Amendment for the new Secondary Plan was adopted by Council on March 20, 2023. The adpoted plan was approved by the Regional Municipality of Durham on December 21, 2023. Please contact the Town of Whitby Planning Department for a status update on when the Downtown Whitby Community Secondary Plan will be in full force and effect.
