The Town of Whitby has completed a Municipal Class Environmental Assessment (EA) Study to explore possible road modifications and improvements along Water Street (in south Whitby), from Brock Street South to South Blair Street.

The study was being undertaken to identify opportunities to:

  • enhance the corridor experience along the Whitby Waterfront;
  • accommodate future parking, active transportation, and travel demands within the area; and
  • address road alignment and drainage deficiencies.

These improvements are part of the Town's ongoing efforts and partnerships to transform the Whitby waterfront into a destination of choice for all to enjoy.

Notice of Study Completion

To conclude the study process, an Environmental Study Report (ESR) was prepared to document the planning process, including the study recommendations, potential impacts, and proposed mitigation measures. The ESR was made available for a 30-day review period from November 3 to December 19, 2025, and was reviewed by the public, approval agencies, First Nations, and key stakeholders. All comments received during this period have been reviewed and addressed by the project team, and the ESR has been updated accordingly. The updated ESR can be downloaded from the Documents section on this page.
