Water Street Environmental Assessment Study

The Town of Whitby is completing a Municipal Class Environmental Assessment (EA) Study to explore possible road modifications and improvements along Water Street (in south Whitby), from Brock Street South to South Blair Street.

The study is being undertaken to identify opportunities to:

  • enhance the corridor experience along the Whitby Waterfront;
  • accommodate future parking, active transportation, and travel demands within the area; and
  • address road alignment and drainage deficiencies.

These improvements are part of the Town's ongoing efforts and partnerships to transform the Whitby waterfront into a destination of choice for all to enjoy.

Community Engagement

Community engagement has been a key component of this study.

The Town hosted three Community Open Houses on November 19, 2018, May 24, 2023, and January 10, 2024. These sessions provided valuable opportunities for the study team to gather feedback from the public and stakeholders, ensuring that issues and concerns were identified and addressed. The comments and feedback received through these consultations have made an important contribution to the study.

To conclude the study process, an Environmental Study Report (ESR) was prepared to document the planning process, including the study recommendations, potential impacts, and proposed mitigation measures. The ESR was made available for a 30-day review period from November 3 to December 19, 2025, and was reviewed by the public, approval agencies, First Nations, and key stakeholders. All comments received during this period have been reviewed and addressed by the project team, and the ESR has been updated accordingly. Notice of Study Completion

The Town is proceeding with the detailed design phase of this project to implement the EA recommendations for road modifications and improvements along Water Street. As public input is critical to the success of this project, we continue to welcome your feedback during this phase of the project.
