What is the project?

    The Downtown Whitby Brock Street Redesign will develop a vision and create a concept design to support a more walkable, beautiful space. The design will consider pedestrians, cyclists, vehicles, businesses and the community.

    The goal is to use the existing space well and to create new spaces for everyone to enjoy. The project will consider many aspects including: 

    • Sustainability; 
    • Accessibility; 
    • Right-of-Way (ROW);
    • Curbs and Sidewalks;
    • Underground services;
    • On-street parking (including parking metre locations);
    • Street Trees (including health, location and variety);
    • Overhead hydro wires;
    • Streetlights;
    • Bus shelters/stops;
    • Street furniture (benches, bike racks etc); and
    • Beautification features.

     

    Where is the project happening?

    The Downtown Whitby Brock Street Redesign is between Highway 401 in the south and the CP Railway Bridge in the north.

    When is this happening?

    The project is happening in three phases. 

    Phase 1 Concept Design: we will be taking ideas to create an overall design for the project (2024).

    Phase 2 Detailed Construction Design: we will use the concept to create a detailed plan for construction purposes (2025 – 2026).

    Phase 3 Construction / Installation: we will use the detailed design to build it (2026 and beyond).

    Communication efforts will occur throughout the project.  

    Why is this project needed?

    This project was a recommendation from the Town of Whitby’s Downtown Whitby Action Plan. The goal of the project is to build a safe, accessible space that will meet the needs of many groups. These groups include: pedestrians, cyclists, businesses, residents, and tourists.

    What are the benefits?

    The new space will offer many long-term benefits including: 

    • Safety and Inclusivity: safer and more accessible space
    • Infrastructure Upgrades: potential upgrades to parking, sidewalk improvements
    • Technology: enable easy installation of new technologies (like fibre internet)
    • Active Routes: pathways for pedestrians and cyclists
    • Economic development: bring and keep businesses in the area
    • Tourism: the beautiful space will attract both residents and tourists

    Will the project connect to existing transit?

    The new project will create connections to major highways and transportation services including: 

    • Highways: 401
    • Transportation Services: Durham Scarborough Bus Rapid Transit (BRT) and Durham Regional Transit

    The Town is working with Metrolinx, Durham Regional Transit, and Ministry of Transportation Ontario (MTO). The goal is to build and maintain routes that work well for the community. 

    How can I be involved?

    There will be two public open houses during the Concept Design Phase of the project. At the open house, we will share a presentation of where we are in the project; we will also ask for feedback on key areas.
